Adaptação às mudanças climáticas e prevenção a desastres na cidade de São Paulo

Abstract

This article aims to analyse the implementation of climate change adaptation strategies and disaster management in the city of São Paulo, established from the Municipal Law 14.933/2009 until the year of 2019. The subject of the study was the analysis of the effectiveness of the legal framework of the policy, its articulation with other relevant norms and with environmental law and how its governance has been built. Issues such as the approach to risk and vulnerability, disaster strategies, the existence of a sustainable adaptation and the articulation of these policies with other urban norms were analysed, as well as the performance of the Climate Change and Ecoeconomics Committee. The conclusions showed specific advances and difficulties in the implementation of the strategies and the importance of the Committee as a space for articulation, its limitations and aspects for the improvement of its institutionalization.
