In October 1990, when the NCS emerged as the leading element for a third political movement inside Afghanistan, most of the Afghan grassroots politicians, in particular the Mujahideen major commanders, had no doubt that the external front leaders in Pakistan and Iran were not capable of proposing a resolution to lead the Mujahideen forces inside Afghanistan. It was also clear for many internal front leaders that all the efforts (from outside) toward the unification of the external front leaders by the friendly governments (Pakistan, Saudi Arabia, Iran, and the United States) had failed.
