Abstract

This paper seeks to identify, through a Literature Review, the main UFT initiatives implemented by public authorities in cities worldwide, identifying the impacts that the application of such measures has generated in terms of sustainability. Considering the lack of quantitative researches on the impact of the implementation of these UFT initiatives by the public sector identified in the study, especially in the developing countries, a survey was carried out with experts on the subject, aiming to identify the initiatives that are most suitable to mitigate the negative impacts generated by the UFT considering the scenario of Brazilian cities, as well as to evaluate the obstacles found in the implementation of such initiatives. Results obtained, contextualized according to the size of the cities where such measures were implemented, provide a primary guide to a public manager that considers not only the stakeholders in the UFT management but also the population context of the municipality, its capacities, and limitations, aiming to select measures with the best possible match between expected goals and results obtained.
