The purpose of the research is to study and generalize the main tendencies in the sphere of informatization of the spheres of social infrastructure, determined by the modern state of economy and society and development of information technologies. The actual state of the housing and utility sector is characterized by a lot of consumers of services with the small number of services’ manufacturers which do not support competitive mechanism; large number of direct and reverse connections between economic subjects of all levels, distributed character of formation and aggregation of information. Interaction between subjects is of a network character. Also, the tools of studying operations, the theory of mass services systems, and methods of optimization are used. Recently, social technologies of management of consciousness of large masses of people have been applied. In order to achieve positive changes in the sphere of the housing and utility sector, related to increase of the quality of provided services, reduction of their cost, and reduction of the number of equipment failures, as well as growth of manageability of the sector, it is expedient to increase the contour of public control by using “small groups of influence”, development of online interaction in social networks with representatives of public authorities, and development of the indicators of effectiveness of the sector’s companies with the use of the system of well-balanced indicators. It is recommended to use the formed contour of network interaction for the purpose of obtaining actual information on the state of the sector and satisfaction of population with the work of regional and municipal authorities, as well as formation of loyal attitude to the modernization processes.
