Abstract

For a long time, there have existed a variety of problems in the management of public projects including overinvestment, slow construction progress, poor quality and corruption. Although many efforts have been done for a long time, the essential problems have not been solved at present. The main reason can be explained by no comprehensive measures from the aspects of system, the legal system and the mechanism at the same time. According to the experience of developing countries, this paper put forward the management of specialized organizations could be brought into guarantee the centralization, specialization, unification and investment efficiency of public projects. Then an innovative framework of public project management system has been built based on the centralized management system of Municipal Public Works Bureau in Shenzhen, which is a typical model of reform in China.
