In this work, we discuss the design of a software tool for evaluating the overall teaching and learning workflow of distance learning university. In particular, we identify the main functional requirements of the tool, starting from the analysis of the problems related with the evaluation of the quality of courses at distance learning universities. Then, we identify some user roles and use cases, specifying the main functionalities offered by the tool. Finally, we propose the use of an expert system for evaluation the data collected by using the tool.
