Kırsal Yoksulluk, Göç ve Afet İlişkisi “Zeytinköy Orman Yangını Örneği”

Abstract

Kırsal Yoksulluk, afetten mi kaynaklanmaktadır? Yoksa afet kırsal yoksulluk mu doğurmaktadır? Bu iki soru, hem ayrı ayrı hem de birlikte ele alınması gereken bir konudur. Çünkü yoksulluk arttıkça bir bölgede göç görülebilir. Afet olduğunda yoksulluk da varsa bölgede o zaman da göç görülebilir. Afet, göç ve kırsal yoksulluk konusu birbiriyle etkileşim içindedir. Afet olduğundan göç olabilir, afet olduğunda yoksulluk ortaya çıkabilir ya da yoksulluk başka yerlere göçü zorunlu hale getirebilir. Bu makalede, afet/göç/yoksulluk konusu, üç saç ayaklı masa benzetmesinde birinin etki alanının genişlemesi diğer ikisini de dengesiz yapacağı düşüncesi ekseninde incelenmiştir. Araştırmanın amacı, orman yangını sebebiyle meydana gelen değişimleri tespit etmek ve bu konuya ilgi duyan gerek akademik gerekse akademi dışı insanları bilgilendirmektir. Araştırma sonucunda, afet, göç ve kırsal yoksulluk konusunun sürekli etkileşim içinde olduğu ve buna göre tedbirlerin alınmasının zorunluluğu tespit edilmiştir.Is rural poverty a disaster? Or is the disaster causing rural poverty? These two questions are an issue that must be dealt with separately and together. Because as poverty grows, migration can be seen in a region. If there is poverty in case of disaster, then migration can be seen. Disaster, immigration and poverty are in interaction with each other. Since it is a disaster, there may be immigration, poverty may occur when disasters or poverty may make migration more mandatory. In this article, the subject of disaster / migration / poverty is examined in the analogy of the idea of expanding one's domain and making the other two unbalanced. The aim of the research is to detect the changes caused by forest fire and to inform both academic and non-academic people who are interested in this subject. As a result of the research, it was determined that the issue of disaster, migration and rural poverty is in constant interaction and it is necessary to take measures accordingly.
