Abstract

Based on a shortage of an investment efficiency scientific analysis about Chinese industrial wastewater treatment, from the relationship between environment and economy, construct an assessment indicator system, and then targeted propose the DEA-based method with extended decision-making units, to solve the lack of the standard DEA method. The results showed that: At present, in each region the investment efficiency is low, especially northern and northwest regions are most serious. So increasing capital investment is no longer a good promoting role to improving the pollutant. Analyze the reasons, and then introduce the market rules, establish environmental supervision system with incentive compatibility constraint penalty, so that the problem of industrial wastewater treatment can be shoveled fundamentally. © 2011 Springer-Verlag Berlin Heidelberg.
