Abstract

This article puts into perspective the issue of political and institutional relationships between different levels of governance in the Portuguese colonial administration and between this and the upper layers of the white community in Angola. For this purpose, we define an analytical triangle consisting of: a) the Portuguese central government, represented by the Ministry of Overseas; b) the Colonial State, represented by the General Government of Angola; c) the white elites, represented by their economic associations. The analysis focuses primarily on the 1961/1962 biennium, which coincides with the beginning of the Angolan independence war and with the political experience of colonial reformism promoted by Adriano Moreira.
