Abstract

Peru, October 2011, shortly before the first 100 days of Ollanta Humala’s government are up, and Labour Minister Rudecindo Vega is interviewed on the well-known television channel, Channel N. Suddenly, he says, ‘I believe we must provide amnesties in all sectors. We have to build bridges to consolidate the economic growth of the country, to make social inclusion sustainable, to strengthen decentralization, to struggle against corruption and to promote public ethics.’
