Earthquakes are unforeseeable aberrations which could lead to significant loss of life and property and require external aid in management. According to the United States Geological Institute (USGS), more than a thousand earthquakes occur every year on earth, and about 15 of them are greater than 7 intensities. More than 800 thousand people died in earthquakes from 2000 to 2015 [5]. In order to diminish the loss of life, reaching accurate information promptly from disaster areas in the first hours of earthquakes bears high importance. Thus, post-disaster management operations have become increasingly worthy. In this study, facility location for the base station of unmanned aerial vehicles will be made by using Fuzzy C-Means and Fuzzy C-Means – Center of Gravity algorithm according to probabilistic demands in the regions where the communication network is interrupted.
