The CGIAR (Consultative Group on International Agricultural Research), IARCs (International Agricultural Research Centres) and NARS (national agricultural research systems) are embarking on an eco-regional approach to research in the humid Asian tropics. A framework will be created to determine the common issues between contiguous eco-regional zones, called domains, within which ecosystems will be categorized for prioritization of issues. Initially, the effort will focus on domains in agro-ecological zones (AEZs) 2,3,6 and 7, in which rice predominates but other crops play an important role. The framework further recognizes that contiguous rice-based ecosystems transcend AEZ boundaries and that rice-based ecosystems are key domain determinants. An eco-regional R&D model, which includes four steps, is proposed: (1) ex ante analysis of eco-regional issues and knowledge gaps and strengthening of collaborative mechanisms (e.g. consortia, networks, collaboration) for eco-regional work; (2) specification of R&D priorities, development of an Eco-regional Action Plan, and identification of additional collaborators; (3) participatory implementation of action plan to meet research priorities, synthesis of R&D results, creation of a supportive policy environment for eco-regional research; and (4) development and implementation of monitoring mechanisms. Eco-regional initiatives being undertaken by IRRI (International Rice Research Institute) are referred to in particular.
