Abstract

Contemporary public administration faces challenges that must be addressed immediately, such as: governability, governance, transparency and accountability, with the purpose of strengthening the democratic life of the State in citizen decision-making. In order to gradually limit the opacity and corruption as elements that have caused the social, political and economic backwardness of the people, public ethics then becomes the bulwark of public service to promote an effective and efficient public administration as a model of development, order and progress.
