A small farm in Surrey in the United Kingdom reported the development of a strange neurological disease in multiple cows. The cattle were immediately killed and their brains removed for examination. When it was found that the cattle had developed a previously unrecognized disease, the farmer wanted to publish the data, but he was advised against this by MAFF. It is currently estimated that approximately 100 cattle may have developed BSE symptoms prior to 1987.
