Emergency management is the process by which communities identify the hazards to which they are exposed and the potential impacts these hazards might inflict, as well as assess and develop their capabilities to respond to these impacts. In particular, communities implement hazard mitigation, disaster preparedness, emergency response, and disaster recovery actions to manage their hazard vulnerability. Communities can evaluate their emergency management systems by conducting performance evaluations as well as standardized audits using the National Fire Protection Association’s Standard 1600. Finally, communities can maintain their emergency management agencies through an effective planning process that involves the development of an effective organizational climate, the implementation of strategic choices, and acquisition of resources from inside and outside the jurisdiction.
