Informatization and State Administration: Possible Scenarios and Consequences

Abstract

Introduction: The of information technology applying is spreading in all the main types of the state activity. The international experience shows that the computerization phenomena leads irreversibly to a number of political, cultural and economic changes which form a new type of the society. The object of this work is the analysis of the informatization influence on the completing of the state functions and elaboration of the possible scenarios of the general state administration digitizing. Methodology: As a methodological base the general dialectic method of cognition has been chosen. In this work some methods are used: the private – scientific, the historical, the formal – logical, the systematically – structured, the formal – legal. Moreover, in the given research the interdisciplinary method of approach that made it possible to examine the computerizing of the state services both from the point of view of judicial sciences and the other spheres of knowledge is applied. Results: The state now is not conceived without informational technology that has been reflected including the Strategy of the informational society development in Russian Federation. The informational – legal regulation has the great importance in making appropriate pace and quality of the development and informational society operation. However, there are some problems connecting with the fast development the informational society. The creating this or that informational system cannot be an end in itself. The informational system is first of all an instrument of the most effective process organization, and it should be considered in this very context. If as a result of making informational system the process is not more effective (and not only in limits of the organ of the power which makes the system but also in other levels of the state and municipal administration) its creation is not reasonable. Conclusion: In the article the conclusion about the necessity of the elaboration of the politic – legal strategy for opposition to the challenges connecting with the information and society transformation is made. Experience has shown that one of the main problems of the making informational society is becoming the mutual coupling other systems of the different appliance and the processes in general.
