The theme deals with the study of good educational practices for disaster risk management identified in the cities that integrate the Itajaí-SC River Basin and its assimilation into the Municipal Education Plans. The objective is to reflexively analyze the resilience of the right based on the existence (or not) of municipal education experiences for disaster risk management in the school environment of early childhood and elementary education and their inclusion in the Municipal Education Plans, based on the preventive matrix and integration of public policies. It is an empirical research, carried out by the systemic-functional method and the one with documentation technique, as a possibility to answer whether the education practices for disaster risk management existing in the municipalities of the Itajaí River Basin Basin were assimilated or not by the respective Municipal Plans of Education at the level of early childhood and elementary education, to build the resilience of the Law in coping with disasters in a territory of high vulnerability to disasters. The contributions of the study indicate possibilities of building the resilience of the Law in the face of disasters, interconnecting the National Civil Protection and Defense and Education policies to overcome local vulnerabilities to disasters in a recursive movement of a "global look" and a "local action". However, the quantitative and qualitative results point to the necessary implementation and integration between disaster risk management practices, public policies, and legislation in the municipalities of the Itajaí River Basin and reveal high vulnerability and low resilience.
