The aim of this article is to map the national decentralization stage of financial resources from the federal government to Brazilian districts by voluntary transfers, by means of ministerial programs and individual parliamentary amendments proposed by federal deputies. In order to do it, the documentary research method was used and official information sources had been accessed, which made it possible to build a database for analysis and interpretation. The results showed a heterogeneous distribution of financial resources among the Brazilian districts. In addition, the study still found that the approval rate of parliamentary amendments proposals was much higher than those formulated by ministerial programs.
