Land Management (HPL) is not explicitly stated, either in the dictum, body or in the explanation. However, in practice, the existence of a Management Right along with a legal basis has developed in such a way as to meet the needs of humans with various accesses and problems. The purpose of this research is to find out how the transfer of Building Use Rights (HGB) on land with Management Rights (HPL) and its application in current economic activities in order to achieve economic growth targeted by the government. The approach method used in this research is the normative legal approach method. The results show that the transfer of HGB over HPL can be carried out and the rules have been regulated in the existing positive law, and it can be concluded that the transfer of Building Use Rights over land with Management Rights may be carried out provided that it must be approved in writing by the right holder. After obtaining the right to build, there is still a legal relationship between the right holder and the land because there must still be written approval from the management right holder when an extension of time is carried out, renewal of rights status, and imposition of mortgage rights over the HGB land.
