How the concept of corruption was formulated in public discourse and incorporated into public policy and legislation during the post-communist period is a crucial part of the puzzle. The period of Milošević’s rule (1992–2000) was marked by the dissolution of socialist Yugoslavia and by armed conflicts in the region. In Serbia, the specifics of economic stagnation and international isolation influenced understandings of morality and legality to the extent that informal practices were widely accepted and were deemed to be worthy survival strategies. The chapter seeks to explore how notions of corruption, the state, power, interest and property were contested in public debate.
