This article focuses on the analysis of the so-called Programa de Planeación Local y Presupuesto Participativo (Local Planning and Participatory Budgeting (hereafter 'PPPP') executed along the 2004-2007 time period in the Comuna Iof Medellin, Colombia. The analysis points out both the strengths and weaknesses of the Program which positioned it as an example for territory planning and development (Gutiérrez & Sánchez, 2009). In the social sciences, Planning is thought of as a social intervention process that defines and orients purposes in collective actions geared to improving people's life conditions. Development is understood as a multiple, social, cultural, historical, and territory-determined construction (Munera 2007) while planning is seen as a social, political, territorial, and strategic process (Gutiérrez & Sánchez, 2009).These two theoretical stands come together through the consideration of (a) the individual factor, (b) the sociopolitical factor, (c) the temporary factor, and (d) the strategic factor. As such, they are the foundation upon which territory development planning rests. Thus, the theory-practice relationship becomes the core of the analytic description of the PPPP, aimed at sharing a proposal for the renewal of planning and development conceptions and practices.
