Abstract

Circulation liquor is a polemic that is still being debated today. Textually, in QS Al- Maidah [5]: 90 it is regulated that the presence of intoxicating drinks which one of them is liquor is haram. Explicitly, liquor can cause serious problems for the health of its users. However, no one refuses to sell and consume liquor as if entrenched and ordinary in certain communities. In order not to cause problems and losses caused by uncertainty in regulating liquor and minimizing various concerns about the existence of the beverage in the city of Palangka Raya. Thus, the municipal government and related agencies to form the Regional Regulation No. 23 of 2014 on Liquor Sales License Fees in the city of Palangka Raya that include distribution and control arrangements therein liquor. This study examines the effectiveness of Regional Regulation No. 23 of 2014 concerning the control of liquor distribution in the city of Palangka Raya. as well as supporting and inhibiting factors for the implementation of Regional Regulation No. 23 of 2014 regarding the control of liquor distribution in the city of Palangka Raya. This study uses empirical normative legal research, with a descriptive approach and legislation (statute approach). Data collection methods use interviews, observation, and documentation of deductive qualitative data. The data processing uses interactive analysis models namely data reduction, data presentation and drawing conclusions or verification. The data collected is analyzed by theme the content analysis. The results of this study are: Regional Regulation Number 23 of 2014 has not been effective in regulating efforts to control the circulation of liquor in the city of Palangka Raya. This is based on the inhibiting factors of the implementation of Regional Regulation Number 23 of 2014: legal substance or material content of the problematic Regional Regulation, enforcement of laws that have not been maximized and the legal culture and legal awareness of communities that are still weak. Meanwhile, there are very few supporting factors for the implementation of this regulation, as there are good intentions from law enforcement officials to continue to struggle to enforce the law despite the limitations of existing facilities
