Abstract

This paper aims to show the main actors, actions, plans and instruments of articulation and collaboration involved in the abroad edition of “Encceja – Exame Nacional para Certificação de Competências de Jovens e Adultos”, projected for Brazilian emigrants. The objective is to discuss how a public policy linked to the Brazilian Foreign Policy in Education area can be constituted and applied horizontally, based on intersectoral and societal interactions. For the collection of information, the techniques of bibliographic review, documental and exploratory analysis and interviews were used. The results point to multiple and permanent challenges, in two main directions: 1) concerning the sharing of attributions and responsibilities of the State and non-State entities involved; 2) regarding the nature and dynamics of the needs of the Brazilian population living in other countries.
