Abstract

Depending upon circumstances, famines may bring about large or small degrees of social change in African pastoralist societies. Relief agencies and government enter into these potentially volatile situations, often without entertaining questions about the possible consequences. They should look closely at the immediate and background causes of famine before leaping into immediate solutions which may simply complicate matters in the long term. -Author
