Today, the problem of citizen involvement in governing processes is actively discussed by both officials and scholars around the world. This paper discusses various aspects of creating an information technology framework for civic engagement analysis in social media. The spoken framework will help to search and assess the existing problems and their solutions proposed by citizens, ensure the presentation of the most vocal civic ideas in discussions of various collegial bodies during decision-making processes, and will also contribute to the self-organization of initiative groups and self-government to solve problems at the municipal level. The authors present the general structure of an information technology framework for analyzing civic activity, and also discuss the issues of development and their achievements on the way to its software implementation. The work contains examples of experimental results that can be obtained by using the developed framework.
