Abstract

Key questions concerning the change from common resource property concepts to more individually defined resources include the following: who would benefit most from these changes - indigenous customary landholders, the developers, or the state: would these changes lead to better or worse distribution of development benefits (jobs, income, control over resrouces) within the customary landholding group?
