Abstract

The European Union has long been introducing actions aiming at strengthening social inclusion. Starting from actions to combat poverty and social exclusion in the 70s to introducing social inclusion measures and targeting specific groups, it has come a long way with a large number of instruments. This chapter presents how social inclusion is reflected in European and international initiatives. Additionally, actions of the European social partners with regard to social inclusion are also highlighted. The social inclusion definition as used in the European debate and policy documents shows its multidimensional character. References to social inclusion programmes and initiatives should not be interpreted as exhaustive but rather as showing priorities, target groups, concerted actions and progress.
