Abstract

The political response to environmental problems is just as important as the technical response. Indeed technical solutions will not be implemented if there are strong political forces that oppose these solutions. For example, there are several good technical solutions to the problem of acid rain, caused primarily by coal burning electric power plants. This paper discusses the progress made by environmental organizations in conjunction with the private sector to stimulate governmental action.
