Abstract

A review of the theoretical foundations of the main approaches to the description of traffic flows has been carried out. A key parameter is proposed for comparing costs when driving on ordinary roads and high-speed toll roads. The possibilities for determining the quantitative assessment of this parameter using the tools of the theory of traffic flows are considered. A new technique for solving the task with the help of modern information technologies is proposed. Additional parameters are identified, and measures are indicated for further work and improvement of the proposed method.
