The aim of this article is to discuss the growing centrality of the migration variable in explaining social and political processes in France and United States, two countries that together holds 1/4 of all the world's immigrants. It also intends to show the increasing treatment of international migration as a security problem, which affects and is affected by the South/North dimension of the contemporary international order. © 2006 Instituto de Estudos Avançados da Universidade de São Paulo.
