Trabalho, reconhecimento e justiça social: o caso dos cuidados informais em Portugal

Abstract

A necessidade de reconhecer legal e simbolicamente os cuidadores informais tornou-se, nos últimos anos, matéria aparentemente consensual, sobretudo quando, em julho de 2019, se aprovou o Estatuto do Cuidador Informal. Contudo, a trajetória desta questão social enquanto “problema” não é isenta de disputa relativamente a um conjunto de significados, tendo os seus vários intervenientes mobilizado diferentes entendimentos ontológicos de cuidado, de trabalho, de reconhecimento e de justiça. Este artigo propõe-se analisar as operações discursivas acionadas por alguns dos principais atores deste processo político, focando-se nos documentos e discursos produzidos nesse contexto. A partir dessa análise, apresenta-se uma tipologia possível de modelos de reconhecimento dos cuidados informais, aos quais subjazem diferentes estratégias e perspetivas sobre o regime de cuidados e a justiça no trabalho.In recent years, legally and symbolically recognising informal carers has become the matter of apparent consent, especially when, in July 2019, the Legal Status of Informal Carers was approved. However, the trajectory of this social problem as an “issue” has not been exempt from dispute in terms of a set of meanings, given how its agents have mobilised different ontological definitions of care, labour, recognition and social justice. This article aims to analyse the discursive operations activated by some of the leading actors who took part in this political process, with a focus on the political documents and discourses produced in this context. Building on this analysis, a possible typology of models of informal care recognition is suggested, underlying different strategies and perspectives on care regimes and justice at work.
