The present study clearly and thoroughly shows the consequences for the realization and enjoyment of human rights of the new mercenarism, as channeled through so-called private military and security companies (PMSCs). It also offers an overview of the evolution and current status of the legal and nonlegal (soft law and self-regulation) initiatives that seek to limit it. Finally, it offers pragmatic solutions to promote consensus among states regarding an international instrument to limit and control PMSCs.
