Abstract

Before the turn of the century, education in Singapore primarily focused on "quantity," with the target of providing education for the masses and reducing attrition rates in schools. At the turn of the new century, for Singapore to redefine herself to be competitive regionally and globally, education has been identified as one of the keys to the success of the new economic strategy (Goh, 2001). Hence, there is a need to transform education and learning from focusing on "quantity" to providing "quality" education.
