FAKTOR-FAKTOR PENENTU KEBERHASILAN PENERAPAN ONLINE ANYWHERE SERVICE (OASE) DI KABUPATEN TANAH DATAR

Abstract

The Tanah Datar District Population and Civil Registry Service is currently implementing an online-based service concept, namely Online Anywhere Service (OASE). But in reality, there are still some problems in the implementation of OASE in Tanah Datar District. This study describes the determinants that influence the implementation of Online Anywhere Service (OASE) in Tanah Datar District. The purpose of this research is to find out what are the dominant factors that influence the implementation of OASE in Tanah Datar District. The theory used in this study is the critical success factors in implementing E-Government according to Kazmi. This study uses a descriptive quantitative research method with a survey research design. The main data collection technique used a questionnaire which was filled out by 96 respondents who were selected using a purposive sampling technique. The results showed that the four determining factors, namely the quality of the web portal, technology infrastructure, government policies and human resources had a significant effect on the implementation of OASE in Tanah Datar District and the main dominant factor influencing the success of OASE was web portal quality. Dinas Kependudukan dan Pencatatan Sipil Kabupaten Tanah Datar saat ini menerapkan suatu konsep pelayanan berbasis online yaitu Online Anywhere Service (OASE). Namun pada nyatanya, masih ditemukan beberapa permasalahan dalam penerapan OASE di Kabupaten Tanah Datar. Penelitian ini menggambarkan mengenai faktor-faktor penentu yang mempengaruhi keberhasilan penerapan Online Anywhere Service (OASE) di Kabupaten Tanah Datar. Tujuan dari penelitian untuk mengetahui faktor dominan apa yang mempengaruhi keberhasilan penerapan OASE di Kabupaten Tanah Datar. Teori yang digunakan dalam penelitian ini adalah faktor-faktor penentu keberhasilan dalam implementasi E-Government menurut Kazmi. Penelitian ini menggunakan metode penelitian kuantitatif deskriptif dengan desain penelitian survei. Teknik pengumpulan data utama menggunakan angket yang diisi oleh 96 responden yang dipilih menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa keempat faktor-faktor penentu yaitu kualitas portal web, infrastruktur teknologi, kebijakan pemerintah dan sumber daya manusia berpengaruh signifikan terhadap keberhasilan penerapan OASE di Kabupaten Tanah Datar dan yang menjadi faktor dominan utama yang mempengaruhi keberhasilan OASE adalah kualitas portal web.
