Abstract

The social work arena has become emergent in Romania during the last few decades, as it has been in all former European communist countries. New legislation, new quality standards for social services have been developed, but the social phenomenon still faces the challenge of a timely adaptation of social policies and practices. Is there a common ground for social innovations in Romania? What are the main factors and mechanisms involved in promoting, developing or in delaying innovative answers to an integrative approach of the clients’ needs? After desk research, interviews with social and health care providers of social services to the elderly are offering qualitative data for our study. A critical analysis is underpinning our chapter, underlining the challenges and opportunities for social innovations. The conclusions point to a suitable use of resources, including human resources—experienced professionals, but also users/clients. Further research will add new insights and data to sustain social policy proposals on this matter.
