Abstract

Energy efficiency investments are one of the relevant aspects of Energy Transition. The role of municipalities in the investment process is really relevant, since they directly own a lot of buildings and they can have a huge impact on the territory. The lack of competences in a technical aspects and lack of funding prevent the possibility to put in place huge investments. The ELENA Fund is one of the tool put in place by the EU to help in activating green investments in urban areas. During the funding process a lot of partnerships at different levels are put in place: without a proper regulation, the effect of these partnerships on projects’ results is unpredictable.
