In this chapter the Council's role in the governance of the Arctic is discussed. The working groups have accumulated unique expertise through their regular assessment of Arctic issues. However, the agreements and guidelines created under the umbrella of the Council are limited in scope. In this chapter I argue that the Council will remain to all intents and purposes a decision-shaping body rather than a decision-making one. The Arctic Council is, however, a convenient and appropriate venue where several aspects of Arctic policy can be drafted in close consultation with key stakeholders. Of equal importance is its position as a producer of knowledge within the wider patchwork of international bodies whose work affects the Arctic.
