The Directive Plan of Curitiba, implemented in the seventies, during the first administration of Jaime Lerner, determined the growth of the municipal district along several linear road axes, called Structural Axes, where trade and services would be stimulated to respond to the high density that the Plan intended for those sectors. In result, the Southern Sector expanded too vertically. The Northern Sector, in spite of having received the same infrastructure and to be under the same zoning directive guidelines, remained with void lots or a few buildings. Presently, the strict urban legislation and the real state market keep many urban blanks in Curitiba. With those considerations as the background, this article argues the propagated success of the city in urban planning, with reference to the dissertation presented and defended about this subject in October, 2001.
