Abstract

Providing services to the public is a basic function of government. Local governments are on the front line of benefitting the people and providing services to them. Their ability to administer and to provide services are directly related to the interests of the common people. In recent years, as construction and application of E-governance in China have grown ever deeper, and the focus of E-governance has gradually shifted toward permeating the basal level, making E-governance an important measure for driving innovation in public administration and increasing the capacity to serve of Local governments.
