In his keynote address to the SID Latin America and Caribbean Regional Conference, the author outlines the scenario for Latin America in the 1990s. He suggests that the differences within the region will produce different patterns of development in the region, but as a whole Latin America must move to open its economies to the international market. He takes the example of his native Brazil to illustrate the benefits and problems of such a move. -Author
