The prospects for Hong Kong's planned Container Terminal 9 (CT9) are assessed. The project has become entangled in the negotiations between Beijing and Hong Kong over arrangements for the handover of the colony to China in 1997. Projects which overlap the handover date are being used as a bargaining tool by the Chinese authorities. Doubts over the future of CT9, and even more over CT10, due to come on stream in 1997, is leading some companies to think of investing in Chinese ports to the north. (D.W.Taylor)
