Abstract

Three case studies were undertaken to provide representative examples of marine governance and management issues. Additional existing federal and state coastal and marine programs were also reviewed. Base on the finding from these in-depth examinations, recommendations are made for improved processes and structures for long-term stewardship of marine areas and resources. An overview of the importance of the marine sphere to the nation and a definition of principles and criteria upon which to base improved governance and management of this vital area is presented.
