This computer program provides a procedure based on luminance, the amount and concentration of light flux leaving the roadway surface, rather than illumination. The method provides a relatively simple means of combining readily available lamp/luminaire candle-power arrays with pavement directional reflectance data to calculate illumination, pavement luminance, and glare.
