Abstract

The present work analyzed the duties of the Municipal Public Administration, among which is the referenced planning or public exposure of the bidding object and its peculiarities. Firstly, it explains the structure of the bidding process, its principles and modalities, details the object of the study, the distinctions between basic design and term of reference, judgments issued by the Court of Auditors, the main defects in terms of reference that comprise effectiveness of the public administration bidding process. The term of reference is pointed out as an instrument of great importance for the success of the bidding process, thus suggesting that public managers implement regulations and reinforce investments in the training and qualification of those in charge of their preparation. Finally, it is hoped that this work will fulfill its purpose to disseminate and expand knowledge to all those engaged in study and public management. (English) [ABSTRACT FROM AUTHOR]
