Abstract

The traditional model of the citizens safety organization gives a preeminent place to the central government and its local agents. The analysis of the current situation results in diagnosing the loss of centrality of the state, on the one hand, and the hybridization of logics and agents (citizens, municipalities, state, Europe, companies, insurance), on the other hand, which results in defending the idea that a demonopolisation of the state functions is in hand and that a new governance of safety settled. © 2004 Presses de Sciences Po.
