Abstract

With the objective of minimizing rescue loss, the paper is about proactive scheduling optimization. First, an optimization model is proposed. Priorities are assigned based on rescue activity’s urgency level, and optimization objective function is constructed. The issue is strongly NP-hard based on which a genetic-tabu heuristic algorithm is designed. Finally an example demonstrates the feasibility and effectiveness of the research. The study can provide decision support for emergency rescue.
