Sustentabilidad urbana, descentralización y gestion local

Abstract

RESUMO: Este trabajo parte del debate^sobre el desarroilo sustentable y lo aplica al contexto de las ciudades en América Latina. Una preocupación central del trabajo es trascender eí abuso retórico dei concepto de desarroilo sustentable hacia un concepto operativo aterrizado en la complejarealidad de las ciudades de la region. La primera parte del trabajo toca el tema del desarroilo sustentable en el contexto de la crisis urbana. La segunda parte se centra en la bùsqiieda de un concepto operativo que permita orientai-esfuerzos para mejorar el crecimiento de las ciudades latinoamericanas. Esta sección incorpora las experiencias de descentralización municipal y los esfuerzos para fortalecer la gestion local del medio ambiente y el crecimiento urbano. Las conclusiones resaltan la necesidad de cambios en la interpretación del concepto en favor de un mayor vinculo con la realidad urbana de América Latina. ABSTRACT: This work leaves of the debate on the sustainable development and it applies it to the context of the cities in Latin America. A central concern of the work is to transcend the rhetorical abuse of the concept o f sustainable development toward an operative concept landed in the complex reality of the cities o f the region. The first part o f the work plays the topic of the sustainabie development in the context of the urban crisis. The second leave it centers in the search o f an operative concept that allows to guide efforts to improve the growth of the Latin American cities. This section incorporates die experiences o f municipal decentralization and the efforts to strengthen the local administration of the environment and the urban growth. The conclusions stand out the necessity of changes in the interpretation o f the concept in favor o f a bigger bond with the urban reality of Latin America
