This document addresses the issue of organizing the random access for IoT and MTC in advanced mobile networks. We define a simple and efficient model of the early-stage random access procedure, based on LTE-A. Based on this model and to avoid the signalling saturation, we propose one step solution which manages MTC device priorities based on multiple ACB factors trough the definition of adaptive thresholds related to the traffic characteristics. The simulations results that we provide for different scenarios show that the option of using different categories of MTC based on multiple ACB factors for prioritization can provide good results in a real environment. Furthermore, the proposed method could be easily adapted to the new NB-IoT standard requirements and procedures, which would bring additional capabilities.
