The importance of social capital for the tourism development of an area is increasingly recognized in the scientific literature. A tourist destination is an ecosystem composed of a series of actors (stakeholders) who interact with each other, and this level of interaction is directly related to the development of tourist destinations. This research aims to analyze the stakeholders in the tourism development of four cities in Ecuador. For this purpose, the methodology is focused on identifying the actors based on the levels of power, influence and urgency. The results of this study show that there are different types of stakeholders in each city, with different levels of participation, which is manifested in the degree of tourism development in these cities.
