Abstract

Information and communication technologies (ICT) were placed at the core of programmes and initiatives of the ‘Lisbon agenda’ of the European Commission. The eEurope Active Plan, one of the subsequent initiatives, encompassed a series of short-term plans seeking to integrate ICT into every aspect of economic, social and political life in the European Union (EU).
